Purpose
OMAG currently provides property coverage to 486 municipalities across all regions of Oklahoma, covering buildings and structures at over 16,000 different locations with a total insured value of over $9.8 billion. This RFP solicits offers from qualified vendors to provide professional property appraisal services for a new 5-year project focused on higher-valued buildings and water/wastewater facilities.

Scope of work
- On-site inspection and appraisal of designated OMAG member properties (occupancy, construction class, floor area, flood zone, GPS coordinates, condition, and more)
- Replacement cost valuations for each building or structure (excluding land and underground piping, except at water/wastewater treatment plants)
- Replacement cost valuation of contents for each building or structure appraised
- Hazard comments for any vacancy, housekeeping, or building-condition concerns observed
- Address verification and corrections; final report to include existing OMAG location numbers and any new appraiser-assigned numbers
- Notation of additional items at building locations (pumps, generators, etc.) as features
- At least one digital color photo per appraised building or structure
- GPS coordinates and current flood zone codes for each appraised building
- Separate replacement cost value and process equipment breakdown for water/wastewater treatment plants
- Current property trend data each year for structures not being appraised
- Monthly status reports during each annual appraisal cycle

Submission requirements snapshot
Proposals must be received electronically by Chris Webb at cwebb@omag.org no later than 5:00 PM CST on July 1, 2026. Late proposals will not be considered. The proposal must remain valid for a period of not fewer than 90 days from the due date.
Insurance requirements
The selected proposer must provide proof of General Liability (including Errors & Omissions), Workers' Compensation, and Cyber Breach Coverages. The GL/E&O limit must be a minimum of $1,000,000. Firms without standalone Cyber Breach Insurance must provide documentation of cybersecurity controls in place (e.g., MFA, EDR, data backups, employee training).
